This study, carried out by the Policy Planning and Research Department of the Ministry of Health and Welfare with the support of Amref Health Africa on behalf of the ACS project, proposes data collection tools designed to map accountability efforts in universal health coverage. The aim is to identify the stakeholders involved, the approaches employed and capacity gaps, in order to inform strengthening initiatives, particularly for youth and CSO movements, and to foster peer learning. The document includes interview guides for several types of actors: government and partners, media, civil society organizations, youth and women’s groups and networks. Each guide begins with a consent and an introduction, then explores the priority given to CSU, the achievements, the role of accountability, the mechanisms and tools used (performance contracts, audits, satisfaction surveys, service charters, commitment platforms), as well as the participation of young people, women and people with disabilities. The sections also cover national planning, data circulation and reliability, feedback mechanisms and collaboration with donors and technical partners. The interviews aim to gather evidence on accountability practices, their successes and lessons learned, and to document existing examples and platforms for strengthening accountability for CSU. Interviews are confidential, last approximately one hour and require prior written consent.
