Accountability is a broad concept for which there is no consensual definition among stakeholders. The African Collaborative for Health Financing Solutions ACS has adopted the World Bank’s 2004 definition, which states that accountability is the obligation of those in power to account for and take responsibility for their actions. It is recognized as an essential element of governance and human development, helping to protect the interests of poor and marginalized groups. This study presents the results of a mapping exercise on the state of accountability for Universal Health Coverage in Benin. The study was conducted by ACS between 2017 and 2022 with the support of partners including USAID. It aims to produce evidence on accountability actors, approaches, tools and processes, as well as opportunities for strengthening them. The methodology combines an in-depth literature review and key informant interviews with a quantitative survey. Various actors are involved in accountability efforts: members of COGECS health center management committees, providers, local authorities, social workers, communities, young people, people with disabilities and mutual health organizations. Tools identified include the hotline, public hearings, suggestion boxes, health committees, community radio and results-based financing. The political commitment around the ARCH program offers an opportunity to create a space for accountability and improve efficiency.
