The document approves the statutes of the Agence nationale de gestion des soins de santé primaires (AGSP). It establishes the AGSP as a public health establishment with legal personality and administrative and financial autonomy. Its main mission is to organize and manage primary health care at the level of health districts and specialized services, in collaboration with the central and decentralized services and projects of the Ministry of Health. The agency is responsible for contributing to the implementation and standardization of care, providing formative and evaluative supervision of care teams, supporting the assessment of service quality, and piloting the certification of health facilities. It must promote community participation, support the supply-demand approach to services, support health facilities’ preparation for universal health insurance and encourage the mobilization of community solidarity for health financing. Financial resources include state subsidies, own revenues, international subsidies and donations. The PSMW is placed under the technical supervision of the Ministry of Health and the financial supervision of the Ministry of Finance. The organization comprises a Board of Directors, a General Management team headed by a Managing Director, technical and regional departments, as well as administrative and accounting services. Provisions relating to internal control, personnel management and accounting are specified. Transitional measures provide for the progressive organization of administrative and management bodies. Actual implementation is subject to subsequent national implementing decrees.
