This toolkit explains how to design a sustainable financing model for UHC Resource Hubs. It begins with preparatory elements: defining the concept, value proposition, target beneficiaries and theory of change. The model is developed in five stages. Step 1 analyzes organizational capabilities, environment and timelines, identifies stakeholders to be mobilized and evaluates peer approaches. Step 2 proposes mapping and balancing revenue sources, distinguishing between types and sources (grants, contracts, sponsored research, own revenues, donations, public sector, development agencies, companies, philanthropy, universities, NGOs, individuals). It recommends assessing advantages, disadvantages, restrictions, seasonality, time costs, monitoring requirements and coverage of indirect costs. Step 3 involves testing hypotheses: who pays, pricing, additional offerings, funding stage, non-financial resources, partners and competition. Step 4 deals with implementation: responsibilities, timetable and iteration. Step 5 addresses sustainability by defining key performance indicators (KPIs) to be tracked, e.g. cost per dollar raised, donor retention rate, average donation size and return on investment. The toolkit emphasizes the need to adapt the model over time, balancing diversification and complexity, and provides references for further financial sustainability planning. It recommends involving management and the board of directors, assessing indirect costs and the risk of mission drift, planning schedules in line with budget cycles, and providing human resources for monitoring and operations.
