This presentation, held on January 27, 2022 as part of a focus group, discusses approaches to harmonized resource tracking under the SHA and NASA frameworks, and shares Namibia’s experience. Speakers presented the objectives of harmonized tracking, the usefulness of health accounts (SHA), the global health expenditure database and the NASA framework for tracking HIV-related expenditure. The proposed approach aims to synchronize classifications and processes in order to simultaneously produce estimates of health and HIV expenditure. Namibia adopted a practical approach: restructuring of the technical group, agreement on scope, adaptation of SHA questionnaires to incorporate NASA codes, automated drop-down lists and forms, joint data collection and import into HAPT and RTT. The team performed cleaning, spend mapping and bivariate analysis to meet stakeholder reporting needs. Benefits identified include reduced duplication, reduced burden on respondents, improved data consistency and potential for institutionalization. Challenges remain, including low survey response, management of separate datasets, and adjustments to capture detailed NASA classifications. Results from Namibia provided consistent estimates for SHA and NASA, and explained differences. The harmonized approach is considered effective in streamlining processes and strengthening resource tracking. It requires technical support and ongoing political commitment.
