This presentation describes Botswana’s approach and experience in implementing harmonized resource tracking (HRT) integrating National Health Accounts (NHA) and AIDS Spending Assessment (NASA). The objectives were to produce timely and consistent data to improve planning, budgeting and resource allocation, avoid duplication of data collection and facilitate the institutionalization of a regular process. Steering involved the Ministry of Health and Welfare, NAHPA, the Resource Tracking Working Group, and technical partners such as ACS, R4D, UNAIDS, WHO, USAID and others. Key steps included consensus-building on scope and classifications, technical capacity-building, adaptation and testing of harmonized tools, joint collection of primary and secondary data, cleaning, triangulation and restructuring of large datasets, and then data import into the HAPT and RTT tools for separate but synchronized analyses. Trained research assistants conducted interviews and ensured quality assurance of data entry and coding in line with NASA2020 classifications. Key challenges included Covid-19 and virtual collection constraints, poor response from private entities, the significant effort required to restructure large data sets, and the retention of skilled personnel. Lessons learned emphasize the need for government leadership, a dedicated budget, coordinated technical support, simplified tools and increased automation to make HRT sustainable.
