These terms of reference define the functions and tasks required to facilitate an inclusive policy dialogue in support of progress towards universal health coverage (UHC) in sub-Saharan Africa. They set the context: limited access to essential services and the risk of impoverishment linked to health spending, despite growing political commitment. The aim is to identify fundamental enabling functions to accelerate national pathways to UHC. Three critical functions are specified: managing inclusive participation, brokering knowledge and leveraging learning to adjust subsequent iterations. Inclusive management aims to ensure representation from ministries, civil society, the private sector, academia, communities and partners, recommending that at least 50% of participants come from the administration to guarantee ownership. Brokering involves synthesizing and presenting relevant data, while also valorizing atypical knowledge, via accessible formats. Collecting learning involves the ongoing analysis of records and documents to inform planning and trajectory correction. A detailed list of operational tasks for the facilitator includes analyzing documents, identifying operational challenges, organizing interdepartmental meetings, documenting agreements, and supporting the institutionalization of recommendations. Behaviors to avoid and desired skills are also outlined: technical expertise, analytical judgment, multi-stakeholder communication, integrity, cultural sensitivity and the ability to manage politically sensitive issues. Finally, proposed dimensions of success cover capacity building, inclusiveness, sustainability and measurable results. Monitoring and evaluation must be integrated.
