Conducted between December 2021 and January 2022, the study uses a qualitative approach combining documentary review and interviews with eighteen key informants from R4D and the OPALs. The text describes the genesis of the collaborations, often stemming from previous relationships and a co-creation process, the selection criteria for OPALs, and the technical support provided to adapt governance and procedures to the donor&#8217;s requirements. Pre-existing trust, professional networks and methodological flexibility were identified as facilitators; obstacles included language constraints, insufficient human resources at R4D, lengthy contracting procedures and limited financial resources for OPALs. Spin-offs observed include institutional capacity-building, access to seed funding, network expansion and enhanced local legitimacy, while R4D has benefited from more efficient implementation and increased documentation of approaches. The analysis notes occasional power imbalances linked to resource allocation, and suggests measures to improve equity, communication, the estimation of financial needs and the sustainability of gains via a consortium and knowledge hubs. Recommendations aim to consolidate co-creation, strengthen resources and clarify expectations.
