Integration of evidence in policy dialogue

The document presents the Evidence Integration Forum (EIF) approach and its application in Benin between April and November 2021. The IDF aims to promote the use of evidence in the policy dialogue of the Cadre de concertation (CC) pour l’assurance maladie and to value stakeholders’ questions and experiences, empower them to seek out relevant data, foster peer-to-peer learning and encourage adoption of the approach. The method involves volunteer note-takers identifying unresolved issues at meetings, collective prioritization via WhatsApp group, and then the formation of working groups accompanied by ACS and CERRHUD researchers to produce contextualized evidence. In the first cycle, the focus was on the causes of the low take-up of services; interviews at pilot sites and a report presented in July fuelled the debate. The second cycle prioritized public-private partnerships for AM-ARCH; an information session was organized in the Semaine Santé and a literature review conducted. The lessons learned show that the IDF can systematically document unresolved issues and improve the quality of debate, but that prioritization remains poorly codified, the transfer of skills to working group members was limited, and the IDF can only deal with a few issues per cycle. Proposed recommendations include an attractive name, a permanent technical group, selection and prioritization criteria, and a sustainable knowledge management platform.
