Lessons learned from regional learning loop implementation_FR

This report describes the implementation of a transnational learning loop supported by the African Collaborative Platform for Health Financing Solutions (ACS) aimed at accelerating progress towards universal health coverage in French-speaking West Africa. It reports on a process involving Benin, Burkina Faso and Togo, and is based on a literature review, self-administered questionnaires and interviews with national stakeholders. The process combined six stages: identification of countries, mapping of needs and resources, selection of common themes focusing mainly on the governance of CSU processes, integration into national agendas, conduct of learning activities and sharing of lessons. The report identifies major challenges: weak articulation of incentives for participants, limited interactivity of virtual meetings and limited capacity to formulate national learning agendas. It synthesizes practical lessons: aligning conceptual understandings, clearly communicating the benefits of learning, taking account of national dynamics and including actors at all levels of the healthcare system. It stresses the need to ensure flexibility and adaptability of themes, assert national ownership and clarify the role of technical assistance. Finally, operational recommendations are put forward, including the judicious selection of partner countries, capacity-building to draw up national agendas, the establishment of communication mechanisms, the mobilization of political leadership and the alternation of virtual and face-to-face meetings. Sustained monitoring and evaluation will enable impact to be measured and actions adjusted rapidly.
