This study aims to produce evidence on the success and failure factors of initiatives implemented as part of the free health care policy. It examines their effects on access, service quality, governance, resource efficiency and beneficiaries’ perceptions, in order to strengthen the optimization, sustainability and contribution of free health care to universal health coverage.
