Burkina UHC policy dialogue inclusiveness-FR

This analysis assesses the inclusiveness of policy dialogue platforms in favor of Universal Health Coverage in Burkina Faso. The study, conducted between June and July 2020, covered fifteen platforms at central, regional and peripheral levels: CASEM, CSD/SPS, EF2, three CTRS and nine CSD/DS. It used a literature review, online forms completed by 124 actors and twenty-two in-depth interviews. The elements collected include the platforms’ “identity card”, the characteristics of their most recent meetings and an assessment of the level of inclusion. The platforms are formal and established by decree or order. CASEM, CSD/SPS and EF2 operate with a state budget and sometimes partners; CTRS and CSD/DS often depend on contributions from members or external funding, with frequent interruptions since the end of support such as PADS. Overall, the level of inclusion is judged to be high: representativeness, the right to speak, freedom of expression and consideration of contributions are generally satisfactory. The obstacles identified are financial, organizational and linked to late invitations, conflicting agendas, relevance of themes or lack of formal mechanisms for following up recommendations. Lessons learned point to the importance of domestic funding, better planning, matching profiles to themes and follow-up tools. The recommendations addressed to the Ministry of Health concern the creation of budget lines, improved preparation and representativeness, revision of texts and the setting up of a technical follow-up committee. The results will guide actions to strengthen the CSU.
