This compendium of resources presents the tools and products developed by the African Platform for Health Financing Solutions (ACS) to promote inclusive policy dialogue to advance towards universal health coverage (UHC) in sub-Saharan Africa. It synthesizes five years of activity and compiles resources for decision-makers, implementers, providers, civil society organizations and researchers. The document describes the key concepts of inclusion, the importance of multi-sectoral dialogue and the approaches employed by ACS, including the identification of champions, community mobilization, the “Voices Inspiring Change” campaign and capacity building. It reports on analyses carried out on dialogue platforms in Burkina Faso and Benin, a social movement for CSU in Burkina and technical support to reactivate and expand working groups in Botswana, as well as the creation of consultation frameworks in Uganda and Benin. The compendium offers study protocols, facilitation resources and recommendations for improving participation, planning, governance and funding mechanisms for platforms. Lessons learned highlight the need to go beyond simple participation to empower stakeholders, the importance of facilitation and stakeholder analysis, and the value of amplifying local voices.
