From March 25 to 27, 2026, under the very high patronage of His Excellency the President of Faso, the National Forum on Health Financing (FONAFIS) brought together all players in the sector for an inclusive and structured dialogue. At the end of the proceedings, His Excellency the Prime Minister, representing the Head of State, put forward eleven (11) major recommendations for transforming the Health Financing system in Burkina Faso.
These ambitious recommendations cover several major issues for the healthcare system:
- the digitization of the public spending chain;
- the creation of a common basket of resources;
- RAMU extension;
- the extension of the free healthcare basket to hyperspecialized pathologies;
- local drug production;
- and the creation of the Centre National d’Intelligence en Santé (CeNIS ) .
To turn words into action, the Secrétariat Technique des Réformes sur le Health Financing (ST-RFS) organized a national operational planning workshop in Ziniaré from April 6 to 10, 2026. The aim of this workshop was to translate the eleven (11) recommendations made by His Excellency the Prime Minister at the end of the National Forum on Health Financing into concrete operational action plans, and to draw up a national implementation roadmap, with clearly defined responsibilities, mobilizable resources and robust monitoring mechanisms.
For five days, representatives from the Presidency of Faso and several ministerial departments, experts, technical and financial partners, civil society and the private sector met to transform each FONAFIS recommendation into a concrete, achievable action plan. RESADE, which provided technical support to the Ministry of Health in the organization of FONAFIS, took part in the proceedings and contributed to the operationalization of the forum’s results.
The work was structured around plenary sessions and thematic groups, enabling an in-depth analysis of the recommendations, identification of challenges and proposals for action adapted to the Burkina Faso context.
At the end of this process, a national roadmap has been drawn up, together with monitoring indicators and accountability mechanisms, to ensure that commitments to people’s health are put into practice.
