The Board of Directors of the Ministerial Health Sector (CASEM), formally supported by the Direction de la prospective et de la planification opérationnelle, is composed of statutory and non-statutory members, deals with sectoral policies, project implementation, budget and administrative management, meets twice a year and is centrally anchored. The Cadre sectoriel de dialogue dans le secteur de planification santé (CSD/SPS), led by the Direction du Suivi, de l’Evaluation et de la Capitalisation, evaluates the implementation of the PNDES and ensures dialogue on sectoral policy, bringing together ministerial players, local authorities, the private sector, civil society and partners, biannually and centrally. Functional Team 2 focuses on integrated management of financial access and quality of care, supported by the CSU Technical Secretariat, with 18 members and monthly meetings. The Regional Technical Health Committee (CTRS) adopts regional plans and analyzes the epidemiological situation. The peripheral District Health Council (CSD/DS) adopts and monitors local action plans and mobilizes the community. Several platforms note the absence of certain players such as private operators, civil society, researchers and politicians, depending on the level. Themes include free health care, essential drugs, pricing, monitoring and quality of care.
