Review Meetings and COS-GFS: Strengthening the Two Pillars of Governance for Free Healthcare to Ensure a Successful Transition to Universal Health Coverage

Since April 2016, Burkina Faso’s free healthcare policy has benefited all women and children under the age of five. It tripled the rate of pediatric care utilization between 2016 and 2023. Two national bodies oversee the policy: the review meetings, which serve as an operational framework for discussions on implementation, and the COS-GFS, a strategic body created by an interministerial decree in July 2023. RESADE, with support from the Bill & Melinda Gates Foundation, conducted the first systematic evaluation of these two frameworks (using a mixed-methods approach).
