The decree approves the special statutes of the University Hospitals (CHU) of Burkina Faso. It defines CHUs as Public Health Establishments with legal personality and administrative and financial autonomy. The text specifies the technical supervision provided by the Minister of Health and the financial supervision exercised by the Minister of Finance. It describes the internal organization of university hospitals, including the board of directors, general management and consultative bodies such as the institutional medical commission and nursing care commissions. The responsibilities of the Board of Directors are set out in detail, including the definition of healthcare objectives, approval of the establishment’s project, the budget, the annual action plan, the organization of services, the creation and transformation of structures, the awarding of contracts, acquisitions and asset management, as well as the evaluation of the CEO’s performance. The General Management is specified, with its departments and functional divisions: administration and finance, medical and technical services, nursing care, human resources, quality, university hospital foresight, general services and public procurement, among others. The decree regulates the appointment and mandate of the General Manager, financial and accounting management procedures, internal control and the accounting agency. Lastly, it deals with provisions relating to personnel and cooperation agreements, and repeals previous incompatible texts. It provides for collaboration agreements with universities and training institutes to oversee teaching, hospital internships and the coordination of research activities. Terms of office limited to three years.
