The paper presents an analysis of the Local African Partner Organization (LAPO) partnership model initiated by the ACS project, funded by USAID and implemented by Results for Development. It examines the context, objectives, analytical framework, qualitative methods employed and data collection period (December 2021-January 2022). The study involved five OPALs (AMREF, CERRHUD, RAME, RESADE and UHF) and 15 key informants. The framework comprises four stages: idea, preparatory phase, implementation and ongoing monitoring. Preparatory activities included identification of needs and skills, matching of OPALs, formation of learning groups and the expected drafting of capacity-building plans, rarely finalized due to confusion, time constraints and limited resources. Implementation included bi-directional exchanges, symposia and training led by OPALs, R4Ds or external experts, with simultaneous translation facilitating French/English exchanges. Formal monitoring of exchanges was lacking, although R4D did document activities. The results show an overall appreciation of the exchanges, a strengthening of skills, greater mutual recognition and the emergence of an inter-OPAL consortium project, but also shortcomings in planning, evaluation and sustainability. The lessons learned highlight the importance of steering, conceptual clarification and a monitoring-evaluation framework. Recommendations focus on formalizing coordination mechanisms, mobilizing resources, clarifying expectations and planning ahead to ensure partnership sustainability. The report includes appendices, interview guides and a grid for identifying skills and priority needs.
