Lessons-learned-from-Process-Documentation-implementation-EN

Description

The document presents the process documentation (PD) technique developed by the African Collaborative for Health Financing Solutions (ACS) to support processes related to universal health coverage (UHC) in sub-Saharan Africa. It describes the four stages of PD: preparation, recording, periodic analysis and in-depth analysis. The conceptual framework used is Walt and Gilson’s political triangle, complemented by a political economy perspective. The method is based on real-time recording, online tools, reviews and on-the-spot analysis by documentalists accompanied by coaches and mentors. The country team documents events and stakeholders, distinguishing three levels of events according to their influence. From May 2018 to September 2021, 263 entries were recorded in six countries and 47 stakeholders. The RFP was used to support the development of a CSU roadmap in Uganda and the documentation of a health insurance pilot in Benin. Achievements include a qualitative database, ongoing analysis and strengthening of institutional memory. Challenges identified include mainly internal use, variable levels of adoption, overlap, limited access to first-hand information, workload and technological limitations linked to the tools used. Lessons learned recommend a better definition of the process, adaptation of tools to the context, involvement of field actors, dedicated resources and adapted technological solutions. In conclusion, PD has improved facilitation and continuous learning for the CSU, but requires improvement.
