Developed by the WHO in the late 1990s and revised in 2010 and 2023, the WISN methodology is based on a fundamental principle: workload is the most appropriate determinant of staffing needs, more relevant than demographic ratios or traditional structural standards. The approach consists of eight sequential steps, ranging from the definition of occupational categories to the classification of facilities by adequacy level, using activity standards, category factors, and individual factors.
