Description

Burkina Faso’s Ministry of Health and Public Hygiene, together with NGOs, the Bill and Melinda Gates Foundation and technical support from the Institute for Disease Modeling, launched the Ecosystème Digital Minimal (EDM) in July 2023. The EDM aims to select and simultaneously deploy a series of digital solutions in health structures and at community level in the Ziniaré and Ténado health districts, to promote complementarity and synergy between tools. Eight tools make up the EDM, most of them pre-existing in the national system; the FIS is already national. The main selection criterion was large-scale use in the intervention districts to reduce costs and the risk of adherence. By April 30, 2024, seven out of eight tools had been deployed in each intervention district; some tools are also present in the control districts (Manga and Sapouy) and in other districts, making deployment dynamic and sometimes opportunistic. This pace, set by the MSHP and promoters rather than by research considerations, complicates the evaluation, as the presence of tools in control districts limits monitoring. The note proposes a snapshot of deployment between July 2023 and April 2024, specifies that “deployment” means training and code allocation, not actual use, and identifies methodological implications: the need to regularly adapt evaluation approaches to obtain conclusive results. Objectives include improving the efficiency, quality and equity of free healthcare, reducing maternal and infant mortality, minimizing catastrophic expenditure and optimizing decision-making through data.
