Note_Formation and deployment of EDM

The EDM integrates existing or newly developed digital tools in health structures and at community level in the pilot districts of Ziniaré and Ténado, with a dashboard to visualize key indicators and facilitate decision-making. These tools support the policy of free health care and primary health care by aiming to improve the efficiency, quality, governance and equity of services. As part of the roll-out, training courses were organized between August 2023 and February 2024 for tools not yet deployed. The evaluation noted the absence of a harmonized approach to training and deployment, durations that were often deemed insufficient, and a level of difficulty perceived as high by many users after training. Sessions varied in size and duration according to the tools, ranging from half a day to six days; some tools were not yet deployed in all districts (NetSIGL 2.0 in Ziniaré, mHealth in Ténado). Among the strengths were the mobilization of stakeholders, the andragogical approach, group work, role-playing, hands-on training and post-training supervision. Suggested improvements include appropriate logistics (rooms, internet connection, functional tablets), harmonization of durations and methods, taking into account participants’ levels, and increasing the number of people trained. The team recommends the adoption of a standard training guide, regular follow-up in the field and full deployment of the tools with availability of tablets. Systemic reinforcement resources and workshops recommended.
