In the absence of harmonized planning, budget execution monitoring and evaluation tools, the central and decentralized structures of the Ministry of Health encounter numerous difficulties in drawing up and implementing their Operational Action Plans (PAO), which compromises their effectiveness and usefulness in the public performance chain. With this in mind, RESADE, based on its collaboration agreement with the Ministry of Health (N°2022-0390/MSHP/SG/DGESS/DCPP) in which it undertakes, among other things, to provide the Ministry with technical support for policy monitoring and control, has undertaken to digitize the Ministry of Health’s PAOs in collaboration with the Secrétariat Technique des Réformes sur le Financement de la Santé (ST-RFS) and the DGESS. This digitization aims to improve the results-based planning process as well as the budget monitoring process, leading to greater effectiveness, efficiency and accountability in the implementation of PAOs.
After the initial development phase, RESADE ran a test workshop with key players at central level on June 9, 10 and 11, 2024.
The aim of the workshop was to train a core group of administrators and pilot users on the digitized tool, in order to test its functionality, assess its appropriation, identify any necessary improvements, and prepare for nationwide deployment.
More specifically, this involved :
- build the capacity of pilot actors to use the platform, with a view to future training sessions.
- carry out functional and security testing of the platform with technical stakeholders and potential users;
- collect amendments to adapt training modules to user profiles (central, regional, program, etc.);
- collect amendments to finalize user and administrator guides and training materials (video tutorials, manuals);
The workshop was opened on June 9, 2025 by the Secretary General of the Ministry of Health, who noted the importance of digitalizing DTPs as a lever for improving the performance of the Ministry of Health, and then recalled that this was part of the overall drive to digitalize public services, including health services.
The work itself began with a presentation by the DGESS on the health planning framework in Burkina Faso. RESADE then took over to provide training on the digitalized PAO tool.
To this end, RESADE first gave a theoretical presentation of the software, before opening up a phase of interactive discussion on technical aspects such as the hierarchization of user accounts, the inclusion of off-plan activities, budget coding, and the possibility of modifications during implementation.
At the end of the three days’ work, feedback from participants generally confirmed the tool’s user-friendliness and relevance, while calling for technical and terminological adjustments to ensure end-user acceptance.
