Burkina Faso’s Ministry of Health and Public Hygiene, with support from BMGF and technical support from IDM and other partners, introduced the Ecosystème Digital Minimal (EDM) in July 2023, bringing together eight digital tools (E-Flux Financier, E-Gratuité, E-Qualité, FIS, m-Health Communautaire, NetSIGL 2.0, REC-maternité, REC-PCIME). RESADE was commissioned to evaluate the EDM. This note summarizes the results of the first data collection carried out in December 2023 and January 2024 in four districts (two intervention districts: TENADO, ZINIARE; two control districts: MANGA, SAPOUY). The evaluation uses a hybrid method combining qualitative analysis, quasi-experimental approaches and mixed methods. Data collection examined tool deployment, user profiles, training received and perceptions. Reported training rates are high for most tools (often >80-90%), but significant proportions of users find certain tools complex (E-Quality, NetSIGL 2.0, FIS), and several tools have at least 20% of users who have not yet mastered their use (NetSIGL 2.0, E-Quality, FIS, E-Flux Financier, REC-maternité). Despite these difficulties, attitudes towards the tools are mostly positive, and satisfaction rates are high, generally between 90% and 100%. User profiles vary according to the tool in terms of age, gender and level of education, underlining the need to adapt training and the degree of complexity of the tools to the targeted users. Supervision sessions and skills-building activities are recommended to improve the mastery and sustainable use of the tools locally.
