Description

This report presents the Ecosystème Digital Minimal (EDM), a set of digital tools deployed in Burkina Faso to support the implementation of free healthcare and primary care management. It describes the key functionalities: data collection on the issuing and payment of invoices, effectiveness monitoring, management of medicines and consumables, workload monitoring, prescription reporting, billing support and diagnostic and management support tools (notably PCIME and maternity modules). The report identifies platforms and media (Android tablets, computers, DHIS2, CommCare, NetSIGL 2.0, financial E-Flux, Python visualization tools) as well as target users: healthcare providers, DMEG managers, pharmacists, treasurers, community agents and managers at facility, district and central levels. The target audience includes healthcare decision-makers, program managers, district managers, technical teams and funding partners. Readers are provided with a mapping of tools, roles and information flows, theory of change, risks and assumptions, training and governance strategies, and expected impacts on quality of care, access and financial protection. This report is useful for designing or aligning digital interventions, preparing roll-out plans, training agents and structuring monitoring-performance in primary and community health contexts. The Ecosystème Digital Minimal (EDM) describes a set of digital tools designed to support the implementation of free healthcare and primary care in Burkina Faso. It lists applications and platforms (E-Gratuité, Facture Individuelle numérique de Soins FIS, E-Qualité, REC, PCIME, NetSIGL 2.0, E-Flux Financier, REC-maternité, DHIS2, CommCare, M-Health Communautaire) and hardware supports (Android tablets, computers). The functions covered include issuing and paying invoices, checking effectiveness, managing drugs and consumables, monitoring prescriptions, billing support, diagnostic and prescription assistance, particularly for children under five and maternal health. The EDM aims for complementarity, synergy and visualization of indicators via a dashboard to facilitate data-driven decision-making. The theory of change links data availability and transmission to improved quality of care, financial protection and reduced maternal and infant deaths. Strategies identified include aligning and deploying a minimum package of digital tools, training health workers and regularly using data in accountability frameworks. Risks identified are security, low staff buy-in and changing government priorities. The project is coordinated by the Secrétariat Technique des Réformes du Financement de la Santé with support from the NGO ThinkWell, and financed by the MSHP and partners.
