Summary of minimal digital Ecosystem (MDE) Tool usage: User profile and perspectives

Burkina Faso’s Ministry of Health and Public Hygiene, with support from the Bill and Melinda Gates Foundation and technical support from IDM and other partners, introduced the Minimal Digital Ecosystem (MDE) in July 2023, bringing together eight digital tools (E-Flux Financier, E-Gratuité, E-Qualité, FIS, M-Health Communautaire, NetSIGL 2.0, REC-maternité and REC-PCIME) designed to strengthen the governance, efficiency, quality and equity of primary care and free healthcare for women and children under five. RESADE has been commissioned to evaluate the deployment of the MDE. The initial data collection presented covers December 2023 and January 2024 in four districts (TENADO, ZINIARE, MANGA, SAPOUY) and covers user profiles, training, perception of complexity, mastery and satisfaction. The methodology is hybrid, combining qualitative, quasi-experimental and mixed approaches. The results show high training rates for most tools, but varying levels of perceived complexity: NetSIGL 2.0, E-Quality and FIS are considered complex by a significant proportion of users. Despite the lack of mastery of certain tools, the overall attitude is mostly positive, with very high levels of satisfaction. The pace of deployment is set by the MSHP and the promoters, and the dashboard platform was not available at the time of collection. The evaluators point out the diversity of user profiles and recommend that support be adapted, training reinforced and follow-up and supervision provided to improve mastery and effective use of the tools and integrate an operational dashboard.
